SUMMARY DESCRIPTION:

The Project Manager develops, executes, manages, and coordinates HSE requirements, budgets, project plans, including developing/maintaining schedules and resource estimates, for projects as assigned. The position reports to the Florida Area Manager. This position requires worldwide travel for planned projects and on an emergency call out basis. The Project Manager will be freelance and expected to work in onshore facilities, onboard ships, and on remote jobsites on a daily basis as required.

DUTIES AND RESPONSIBILITIES:

  • Directly supervises projects from proposal development through mobilization to demobilization and completion of contractual obligations.
  • Manages project staff, contractors, and third-party relationships to ensure the safe and successful completion of all projects.
  • Liaises with clients as needed and resolves any project related issues.
  • Develops integrated project plans, develops/maintains schedules and cost estimates for projects; prepares and manages project budgets and performs daily cost and productivity analyses.
  • Communicates regularly with management and administration regarding the status of current project initiatives; obtains guidance and approval as required to advance initiatives.
  • Provides advice and consultation on diving projects as requested.
  • Understands and complies with all safety rules and regulations, including all relevant governmental regulatory agency regulations, the Phoenix dive manuals, and Phoenix safety policies. Ensures that all rules and regulations are followed.
  • Manages Hazard Identification and Risk Assessment (HIRA) process through all phases of projects.
  • Ensures all relevant operating instructions, manuals, decompression tables, treatment schedules, and regulatory publications are available at the dive location and are maintained to reflect current changes or developments.
  • Promotes and ensures compliance with Phoenix’s safety programs, quality management system (QMS), and company policies, processes, and procedures.
  • Reports all incidents as required by Phoenix policy and relevant governmental regulations.
  • Maintains and submits reports required by Phoenix and relevant government regulations concerning diving operations and equipment maintenance, testing, and repair.
  • Reports project and budget status to the client as required per contract requirements.
  • Prepares and/or assists with job quotes and proposals.
  • Ensures a profitable job, including daily cost tracking and accountability of material, personnel, and subcontractor cost.
  • Assists marketing and sales proactively where needed.
  • Ensures Phoenix meets all client and regulatory agency requirements (ABS, DNV, U.S. Coast Guard, ADCI, IMCA).
  • Represents Phoenix to various in-house divisions and to various external clients and entities.

JOB REQUIREMENTS:

  • A dive school diploma from an ADCI recognized dive school or equivalent military dive school.
  • Eight years of direct experience with air and mixed-gas diving operations and underwater inspection, maintenance, and repair operations.
  • Five years of experience in directing divers, ships’ personnel, and support crews in the execution of their duties.
  • Minimum one year of experience as a Diving Supervisor with Phoenix or a similar company.
  • Meet Phoenix Dive Supervisor requirements and responsibilities.
  • Experience developing HIRAs and managing the HIRA process. Ability to communicate about the HIRA process and its importance to clients, subcontractors, and Phoenix personnel.
  • Demonstrated ability to assume complete charge of complex operations in all facets of diving operations to meet planned schedules.
  • Knowledge of project management principles, practices, techniques, and tools, including skill in organizing resources and establishing priorities.
  • A thorough background in and knowledge of financial management, including cost control and estimating; knowledge of inventory and property control procedures.
  • Ability to develop project budgets and projections.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Excellent organization and communication (written and verbal) skills and the ability to meet critical deadlines and manage multiple priorities in a fast-paced environment.
  • Computer skills with competence in Microsoft Office Suite.
  • Strong interpersonal skills and ability to work effectively in a team environment.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to develop and update company procedures to meet regulatory and industry changes/advances.
  • Ability and willingness to travel worldwide, on short notice, for indefinite periods of time.
  • Minimum office schedule per week of 40 hours. Availability to work as needed/schedule demands beyond 40 hours, to include weekends and holidays.
  • Ability to obtain a U.S. Government security clearance.
  • A valid driver’s license, current passport, ADCI Air and Mixed Gas Supervisor Certification Card, IMCA Diver or Supervisor card, TWIC card, and Water Survival and Safe Gulf with current certifications for First Aid, CPR, AED, Bloodborne Pathogens, and Oxygen Provider.
  • Ability to pass a pre-employment drug/alcohol screen, physical, and background check, as required.
